KAJIAN FINANSIAL PEMBANGUNAN GEDUNG PARKIR RUMAH SAKIT CHARITAS
Abstract
Charitas Hospital parking structure is constructed as part of the effort to improve services for visitors of Charitas Hospital. Capacity, accessibility, security, and convenience are the parameters of service that have to be satisfied in order for users to fully utilize this service. Construction of a parking structure that realizes these parameters is costly. The objective of this research is to assess the financial viability of constructing the Charitas Hospital Parking Structure. The methods that are used to for the assessment are calculating NPV, BCR, and IRR. Results of parking characteristics analysis that is used to estimate the parking income are average daily parking volume of 319 vehicles and highest accumulation of 105 vehicles with parking index of 131.25%, and parking duration between 1-2 hours of 52.04%. Based on the data, parking capacity per time period is calculated to estimate the parking income. Results of financial assessment with one alternative of parking tariff of Rp. 2.000,- Rp. 5.000,- and another alternative of progressive scheme of Rp. 3.000,- for first hour and Rp. 1.000,- per subsequent hour, with interest rate of 12%, show negative NPV value, BCR less than one, and IRR lower than the interest rate. If consideration is made based on commercial value, the construction of this parking structure is not financially viable. However, parking structure of a hospital is used for social service rather than commercial service, therefore financial unviability should not be the primary measure, but rather the benefits of satisfying the parameters, determined by the capacity and the level of service of the building, which will overall improve the hospital services.
