The social safeguards administered by the state in ensuring its citizens to meet health insurance are essentially clearly regulated in the Human Rights and Resolutions of the World Health Assembly (WHA). Everyone is entitled to social security that enables his complete development as a dignified human being. BPJS Health based BPJS Health regulates the registration procedure of National Health Insurance (JKN) participants will be enacted as of January 1, 2014. Each candidate to register one family card (KK). Must have NIK (Family Number). Must have bank account such as Bank Nasional Indonesia (BNI), Mandiri and Bank Rakyat Indonesia. BPJS card also can be used after seven days register or pay dues. Method of data collection, then conducted data analysis using qualitative normative method. The analysis is carried out by way of an inventory of legislation, jurisprudence and doctrine which will then be discussed with data obtained from the object under study as a unified whole, so that in the final stages can be found its incroncreto law.
Currently, local government is a major party in the provision of health facilities. The total regional health spending on total health spending increased from 10 percent before decentralization to 50 percent in 2001. This may make health spending patterns more responsive to local conditions and the diversity of disease patterns. However, this will also impact on the loss of economies of scale, increased regional health financing disparities and lack of important health information, from the above conditions, the researcher wants to examine the Government's policy in applying the regulation on the requirement of BPJS Health registration which is related to the existence there must be a NIK (Citizenship Identity Number), especially for unborn babies
