Abstract


The problems of this study were, whether or not there was a different allocation of grant expenditures, social assistance spending, and financial aid spending in the regional budget of the incumbent’s districts/cities before and at the time of the general election, whether or not there was a different allocation of grant expenditures, social assistance spending, and financial aid spending between in the regional budget of
incumbent’s districts/cities and those who were from the regional budget of non incumbent’s and, whether or not the increase of grant expenditures, social assistance spending, and financial aid spending influenced the local revenue of the incumbent areas. This study used comparative research. The operational variables were grant expenditures, social assistance spending, financial aid spending, and local revenue. The population in this study was all the districts/cities which held the general election in South Sumatera in 2012. The data used in this study was secondary data. Techniques for collecting the data were using interviews and documentation. Methods of analyzing the data were using quantitative and qualitative methods. Techniques for analyzing the data were using normality test, classic assumption test, multiple linear regressions, and hypothesis test (t test). The result showed that the allocation of grant expenditures, social assistance spending, and financial aid spending at the time of general election in the incumbent areas was as much as it was before the election. It means that there was utilization of grant expenditures, social assistance spending, and financial aid spending. At the time of the election, the allocation of grant expenditures, social assistance spending, and financial aid spending in the incumbent areas was different from the allocation of grant
expenditures, social assistance spending, and financial aid spending in the non incumbent areas. It means there was probably utilization of grant expenditures, social assistance spending, and financial aid spending by the incumbent compared to the non incumbent areas. The increase of grant expenditures, social assistance spending, and financial aid spending in 2011 did not influence the local revenue of the incumbent candidate areas in 2012.
