This is solely because it anticipates the amount of material that needs to be published by existing journals.

Currently, manuscript writing and publishing have a considerable gap. For a journal with 6 to 9 manuscripts per volume, with a publishing period of 2 times a year, it means that it only accommodates 18 manuscripts per year. Meanwhile, with the existence of available journals, especially those that have been accredited, there will be many queues of manuscripts that occur.
